Double-check that channel watcher interval is less than the settle delay

watchChannels() should double-check that CHANNEL_WATCHER_INTERVAL < DEFAULT_SETTLE_DELAY. There is nothing wrong with these constants in the current code, but if they are changed carelessly it will be easy to steal from the connector.
