OpenBTS should not accept invalid C0 + multi-ARFCN configurations

You can set the C0 to the top of a band, then enable multiple ARFCNs (C0+2, etc). Since these additional ARFCNs are outside the band, an assertion fails and OpenBTS dies. It should not accept such a configuration in the first place.
