Add contributing guidelines and improve triage

And automatically triage the issue according to the label.
Labels follow the conventioanl commits standard.
Their priority (P0, P1, P3) is the corresponding bump in semantic versioning: (P0 -> patch, P1 -> minor, P2 -> major).
