Line chart - Left and Right Axes Ranges

I have a specific requirement which is described in the attached image here.

Please let me know if I can use epoch chart to implement this kind of feature. If yes, what would be the price for one developer and a single web site deployment.

I am sorry. There was a copy paste problem. This is open source I know. If someone can kindly help me in deciding if I can go with it or not would be really helpful.
