Is magento interpolating the {{secure_base_url}} when getting the config value so that the values appear different during comparison?

Confirmed. EW_ConfigScopeHints_Helper_Data::_getConfigValue(), when $contextScope is set to stores, uses Mage::app()->getStore($contextScopeId)->getConfig($path) to get the store-specific value.

Mage_Core_Model_Store::_processConfigValue() specifically processes values such as the following and replaces with their values before returning.

• {{unsecure_base_url}}
• {{secure_base_url}}
• {{secure_base_url}}
• {{base_url}}

This causes a false positive when comparing against default or website values, since those paths in EW_ConfigScopeHints_Helper_Data::_getConfigValue() do not process such variables.
