Reduce proxygen CMake dependencies #597
Description
Now that proxygen can be consumed in a more granular fashion, it should be possible to build the library with fewer dependencies. For example, only the client and DNS pieces need c-ares, and zlib/zstd are only used for optional compression/decompression filters.
