How to encode and decode audio Stream in AMR format in boughe without using OPENCORE_AMR.

What steps will reproduce the problem?
1.Want to check amr support for windows phone 8.
2.Not able to create WAVEFORMATEX for AMR.

should generated AMR with using windows phone 8.1 api
