Show regenerate summary actions when transcript exists but summary is empty #4657
Description
When a meeting has a transcript but no summary, the Summary tab should not appear blank.
Show:
Regenerate meeting summary- a short "If you want a specific format" label
- the list of available templates underneath
This should only appear when transcript is non-empty and summary is empty. Existing summary behavior should remain unchanged.
