Find a way to redirect S3 documents with spaces

Redirecting S3 documents with spaces as we reach an error from the S3 that says "The HTTP version specified is not supported." We should try to figure out how to redirect prior to this error being triggered.

https://transition.fec.gov/open/documents/2016-MD-715%20-OGOV.pdf should redirect to https://www.fec.gov/about/open/.
