Add a celery task to upload rulemakings to elasticsearch

What we’re after

ITSS will use the Java utility program to transfer new rulemaking data from Oracle to Postgres. The program will update the FOSERS.RULEMASTER table, with the pg_date column storing a timestamp and a boolean published_flag. These columns will be used to upload the corresponding rulemaking documents to the Elasticsearch service

• Implement a Celery task to fetch and upload rulemakings to Elasticsearch
• Post an update in the Slack channel

Completion criteria

• Rulemakings are successfully uploaded to Elasticsearch service
