Add algorithm processing infrastructure and flask API endpoint

The script that Natalie provided turns the NFGDA algorithm output into GeoTIFFs (I think). Need to:

- update NFGDA_service microservice with algorithm output processing
- decide where final results are stored (where can frontend access these best/most appropriately?)
- Write the flask API endpoint /fetch_frames that returns the final output to the frontend
