snpar missing from CRAN

snpar is now more in CRAN. We should extract the function(s) we need and add them to the package from the CRAN mirror with suitable acknowledgement

randtests is on CRAN, it looks like the FLCore:::.runs.test is a direct copy of randtests::runs.test
