Add a new landing page with diagnostic information.

Right now, if there's no controllable window, we open the settings page.   It would be better to open a page that included basic help information and diagnostic information (such as whether any game pads are currently detected).   This page could explain the setting that forces it to open, and also provide a link to the settings page.
