Community admins unable to access community settings

[fluxbug-flutter]

Steps to reproduce

1. Be a community admin, but NOT the owner
2. Have access to community settings through role permissions
3. Attempt to access the community settings

Expected behaviour

The user should have access to the community settings button

Actual behaviour

The community settings button does not show up in the server sheet after tapping on the server name or holding the server icon
