No Active Runner while running pipeline

I am trying to setup Gitlab Org based pipline. I have followed all the provided steps but all the pipeline job gets failed with this error -

This job is stuck because you don't have any active runners that can run this job.
Go to Runners page

There is no information/steps about anything with Runner setup/config.
