Add option to enable snow (an possibly other custom effects)

On January 1st the snow/winter effect was activated - icons in the side bar were winter-themed, it was snowong in sidebar header, Forkgram had a winter hat under F and there was snowing animation in chats.

It still works if you change the system date back to January 1st but there's no on demand ui toggle. I've checked, there used to be a debug option to enable snow in 2022, but now it is gone.

Do you mind adding a setting that can let us enable this New Year snow effect on demand (and possibly other themed effects like for Halloween)? Thanks!

In the opposite of this request, it would be nice to add the ability to disable any effects and event icons (like on Halloween) in the UI. I find such changes annoying when they are made without my consent.

Well, I guess we ask for the same thing - more user control on those effects 😄 but I agree, this should be something that can be disabled, enabled or left on default (let Telegram decide when to use an effect).
