Build fails download qt files

Ubuntu 23.04 Persistent error:

error: https://download.qt.io/archive/qt/6.5/6.5.1/submodules/qtbase-everywhere-src-6.5.1.tar.xz: curl failed to download with exit code 28

Note: BTW. this happens on the most recent build of clap-host too
