These Rules of Procedure were adopted on 07.01.2026 by the General Meeting of the Digital Engineering Student Body at the University of Potsdam.
Following the dissolution of the Student Representative Group (FSR), the Interim Group (IG) serves as a transitional body until a new FSR is elected. During this period, the IG assumes responsibility for key administrative tasks relating to the Student Body, which were previously the responsibility of the FSR, and develops concepts for future committee work.
(1) The Interim Group shall be appointed by the General Meeting. Its members shall be named.
(2) Former members of the Student Body may also be non-voting advisory members of the Interim Group.
(3) The Interim Group may also admit other individuals at its discretion.
(1) The Interim Group shall organize new FSR elections for the summer semester. To this end, the group shall convene an Election Committee in accordance with the Electoral Code instead of the FSR. The elections must take place by the end of May.
(2) The Interim Group shall ensure that essential core tasks are carried out, including, at a minimum, the following:
- Processing incoming mail (emails and letters)
- Administrating and accounting for the HPI student budget (e.g., expenses for office supplies, FSR elections, and events)
- Participation in evaluation processes and exchange with the dean of studies
(3) The Interim Group will develop processes and concepts for future FSR work and implement them where possible and appropriate. In particular, this includes:
- Identifying the FSR’s key tasks in contrast to those of other committees and HPI departments, in consultation with them
- Developing recommendations for the size, structure, and cooperation within the FSR and establishing new work processes
- Based on the previous points, if necessary: Developing drafts for revisions to the statutes and regulations of the Student Body, and implementing these revisions through a General Meeting, if necessary
(4) The Interim Group may take on additional tasks that were previously performed by the FSR, as long as members volunteer to do so. The group may also collaborate with or commission additional people outside the group to implement these tasks.
(5) The Interim Group shall forward requests beyond these tasks to suitable individuals within and outside the Student Body.
(1) The Interim Group independently manages its tasks.
(2) Responsibilities may be distributed, shared, and rotated to limit the amount of work required over time.
(1) The Interim Group assumes the role of the FSR with regard to §3 of the Statutes of the Student Body, and it may convene ordinary and extraordinary General Meetings.
(2) The Interim Group shall have access to all FSR premises, cabinets, inventory, financial resources, and IT infrastructure.
(1) The Interim Group shall meet at least once every three weeks for coordination purposes.
(2) The Interim Group shall determine the meeting dates independently.
(3) As with FSR meetings, the meetings shall be open to the public and announced in accordance with the FSR Rules of Procedure. They shall also be recorded in short form.
(4) The minutes shall be published university-wide.
(5) Meetings shall be chaired by a member of the Interim Group.
(1) If necessary, the Interim Group shall pass resolutions in accordance with the FSR’s Rules of Procedure. Circulation resolutions are also permitted.
(2) Notwithstanding this, the Interim Group shall constitute a quorum at any meeting announced to its members at least three days in advance, provided that at least three members are present.
(1) Members of the Interim Group may suspend or resign from their work at any time.
(2) This requires a written declaration to the remaining members of the group.
(1) The Interim Group shall remain in existence until a new FSR is constituted or until the General Meeting dissolves the Interim Group.
(2) The Interim Group shall convene an ordinary General Meeting in April or May of 2026, e.g., on the day of the FSR election. At this General Meeting, the Interim Group shall present the results of its work. After the General Meeting, the Interim Group shall remain in office on a provisional basis until the new FSR is constituted.
(3) Once a new FSR is constituted, all concepts developed by the Interim Group shall be transferred to the FSR.
