Subject: [PATCH] release: 0.13.0

Bump the version across the seven release files and cut the OpenCode v2
section of the changelog: version-aware OpenCode 2.0 public session
transfer support (transfer, no-overwrite, dry-run), preserving portable
tools, inline media, and completed compaction summaries.
