Move registries into jskos-server #275
Description
With jskos-server 2.4.0 the entity type "registry" can be used to store registries. In the end, these should also be edited live but to start with, the NDJSON file could be loaded into jskos-server instance once on startup or with setup script.
Make sure to set types to schemes with mustExist, so registries can only hold terminologies known to BARTOC.
