Spun off from this PR discussion - let's formalize the audit actions so that we may retain a grip on the relation between audit events and the counters underlying fast etags which are being introduced in getodk/central-backend#1654 .
Increasing the legibility of that mechanism will reduce the chance of errors in judgment as whether they are usable for a certain invalidation case.
