CAPI: Release v36.0.0

Initial step before we get v35 out: Create the release PR so that we can start dealing with dependencies / controller situation early on

Acceptance criteria:

• Bump CAPI fork (cluster-api repo) and cluster-api-app
• Update CAPA / CAPZ / CAPVCD / CAPV to whatever version where they start using new CAPI version as a dependency
• Create a single release PR for all providers using Kubernetes v1.36
• Run automated tests, ensure core functionalities are working
