Migrate from np.random.RandomState to np.random.Generator #5

It looks like random.RandomState has been sunset https://numpy.org/doc/stable/reference/random/legacy.html, and np.random.Generator is the new interface. A future PR can move them all over.
Then, instead of subsetting indexes and selecting, we can directly do
subset = rng.choice(set)
