Agones cluster nodes aren't upgrading with the control plane

This potentially is an Agones issue, but noticed it here - the K8s control plane was updated (recently) to 1.27.3-gke.100, but my nodes are still 1.24.9-gke.3200, even after running multiple terraform apply.
