ptbuildrun should warn if outputs are more than a day old

Occasionally project owners checkout out paths, breaking patch profiles. This would be easier to catch if the source bits in a ptbuildrun threw a warning if older than 1 day.

ptapply alone should check the outputs. I guess ptbuildrun calls ptapply?

Yep, that's correct.
