PyGRB minifollowup qscans sometimes extend outside science time and fail

I think the problem is that the minifollowup code is making a call like this:

make_qscan_plot(workflow, ifo, gps_time, args.output_dir, tags=tags)

with no checks for how close gps_time is to the boundary of the science segment. make_qscan_plot() can actually take care of that itself, but it needs to be passed the optional data_segments argument for that to work.

The docstring for make_qscan_plot() is also talking about a different executable, so whoever fixes this, please fix that too :)
