Add Orchestrator telemetry feed ingestion

Summary

• attach InferEdgeOrchestrator EdgeEnv telemetry feeds to runtime telemetry history exports
• surface attached operation context in regression telemetry context without changing comparability or regression ownership
• document the optional feed flow and add CLI/unit coverage
