Structure telemetry coverage replay summary

Summary

• add producer-side telemetry_coverage summary to runtime telemetry history artifacts
• expose run_summaries and missing_field_runs through inspect replay and regression history context
• document downstream reuse for Lab/AIGuard without changing comparability gates
