Validate Orchestrator feed mapping hints

Summary

• preserve new Orchestrator edgeenv_mapping_hint fields in runtime telemetry history
• validate mapping hints when present while keeping older feed compatibility
• require EdgeEnv ownership for history telemetry coverage summaries in handoff validation
• document the supplemental Orchestrator context and EdgeEnv coverage owner boundary
