feat: preserve Runtime telemetry history seed

Summary

• preserve Runtime runtime_telemetry.history_seed as runtime_telemetry_history_seed in EdgeEnv telemetry history artifacts
• expose history_seed_runs in export/inspect summaries
• validate EdgeEnv/Lab ownership markers for the Runtime seed and document the boundary
