Speed Limit isn't working

Hi,
Speed limit is not working as you can see in following screenshot I've set it to 800KBps but its not working.
Extension issue is still there only solution right now is to disable extension otherwise excluding website is not working
I think there should be an option to exclude file types like IDM.
