pack: flag for OCI layout output path

Problem

Default layout directory may need to be overridden in CI or multi-artifact pipelines.

Proposal

• Add e.g. --output / -o for layout directory (default remains project convention, e.g. striatum-package).

Acceptance criteria

• Default behavior unchanged unless product intentionally changes defaults.
• Flag documented; tests for custom path.
