Add mutation to SNP page

At the top of the Data Supporting SNP page it would be nice to include that the mutation is. In the case of rsid SNPs we can pull this out of dbSNP and keep in our dbSNP database. In the case of novel SNPs we can only get this for VCF format files.

It would likely be problematic to include the changes to the PWM score in the scoring function as computing this on the fly is relatively slow.

I just thought of this too - it's worth doing for the VCF files but also dbSNP if we have it.
