Additional Param to Market-Pools.md

We propose to create a pull request that adds additional Param to the Market-Pools.
One param, which is additional fee, should be sufficient (fee:0;) or (fee:100;mobilemarket)
User should be able to stipulate destination of that fee , as hive account.

This param could be activated with BEE. many current pools seem to want to "add" this option if it gets implemented.
Theoretically, this upgrade could be added multiple times per pool by owner.
