update Docker file for Ubuntu 24.04. Also add description for installing cosmos on a linux machine from scratch without docker in case of a native or VM installation. The current installation process fails on a native machine so this needs to be looked at.
In the following message ... it says COSMOS Build done! but it wasn't compiled and no bin folder was created.
