New repo hyperpolymath/manifesto = Part I Manifesto (frozen doctrine) + Part II Atlas (living component registry, IS/IS-NOT, migration ledger). Draft: dev-notes/estate/manifesto/MANIFESTO-AND-ATLAS.DRAFT.adoc.

• Owner edits doctrine to his voice; verifies Atlas
• Create repo; set owner-gated branch protection (the one repo agents can't rewrite)
• Machine-readable (a2ml) projection of the Atlas
• Wire other repos to point here
