Goal
The trope-particularity-workbench pilot introduced ci/CI-CRITICALITY.toml — a source-of-truth for what blocks a merge, with glyph-prefixed self-sorting check names (🔴 Gate / 🟡 Check / ⚪ Advisory / ⚙ Auto). The 🔴 Gate set is explicitly "SET THESE AS BRANCH-PROTECTION REQUIRED CHECKS" — a designed answer to the stale-required-check deadlock.
Do
- Promote the tier scheme +
CI-CRITICALITY.toml into standards + rsr-template-repo once proven in the 2 trope repos.
- Wire the 🔴 Gate set to the settings-standard required-checks (companion issue WS4).
