Subject: [PATCH] ci(release): add workflow_dispatch for manual re-fire

Lets us trigger release.yml from the Actions tab without pushing a
fresh commit to main. Useful for retrying a failed publish after
fixing credentials (e.g. NPM_TOKEN rotation, npm org creation, PyPI
token refresh).
