[Feature]: Built in IBM Confidential Computing Certs

Prerequisites

• I have searched existing issues to avoid duplicates
• I have read the documentation
• This feature is not already available in the latest version

Problem Statement

I thin contract-go would be a very good place to provide the current and last two certs for Encryption and Attestation for all IBM Confidential Computing Products as part of the library.
These are fix for a given part and as version progress older (expired) should be removed and news should be added.
This way contract-go could have a latest cert out of the box

Proposed Solution

Collect and distribute certs as part of a PR into contract-go

Alternatives Considered

IBM Cloud COS storage.

All of these are distributed. By adding to contract-go it would be a "one-place" to get them and use them instantly in the tool
