Histogram tooltip off-by-one error

The mouseover text on the results histograms (e.g. https://ifcomp.org/comp/2024) has an apparent off-by-one error. For example, mousing over the 10-bar in “The Bat” on that page says “16 judges gave this game a rating of 9.”

https://ifcomp.org/comp/2024/json indicates that the histogram is displaying correct results; it’s just the number in the tooltip that’s off by one.

If you scroll down to Uninteractive Fiction and hover over the 1 bar, it says “68 judges gave this game a rating of 0,” which is not true, 68 people rated it 1.
