Need better control and logging for deletion of `camera.Camera` objects

Dependent code needs to be able to release the capture object owned by this object and we need to be able to get better logging information on when such releases are happening and also when deletions are happening because in situations where connection to the camera is brittle, software may need to abandon connections to camera and subsequently make new ones.
