Missing ExtensionProperties in XSD & documentation

The ExtensionProperties element was requested in the early days of this work and was present in the strawman files. However for some reason it disappeared from both the current XSD & the documentation.

In the absence of urgent needs regarding this ticket, and according to the our last call, I'm removing this issue from the current milestone.
