Properly choose HEXER_URL #20

Based on ERLANG_MK_VERSION so that, if erlang.mk already supports ninenines/erlang.mk#497, hexer.mk downloads the latest stable version of hexer (after inaka/hexer#41 is implemented). Otherwise it should download release 0.2.0.
