Creating a new site based on another does not create post relationships

Steps to Reproduce

1. Connect 2 sites.
2. In site 1 create post A and do not connect it to site 2.
3. In site 1 create post B and connect it to site 2.
4. Create new site, select site 1 in 'Relationships' and check site 1 in 'Based on site'.

What I Expected

Both post A and B connected to site 1.

What Happened Instead

Only post B is connected to site 1.
