Is there any way to install the sriov fec operator without operator-sdk & olm binary

We want to manually install sriov-fec-operator without using operator-sdk.
Since our system is behind a proxy, we find it difficult to get sriov fec operator installed with operator-sdk.
Please let us know if there is way to install sriov fec operator manually.
