submit a pyobis paper to JOSS

I think we talked about this during GSoC last year. I think it would be great to write up a small paper on the pyobis package and submit it to the Journal of Open Source Science: https://joss.theoj.org/

@ayushanand18 has already compiled a good list of examples and robust documentation. I don't think the lift would be too much, plus you get a publication!

I would be willing to help out, if it's something folks want to consider.

JOSS is making their requirements a bit tighter and API wrappers not necessarily make the cut. Just keep that in mind and, maybe, we can wait to add more functionality to pyobis before trying submitting it to JOSS.

I think if not JOSS then we can try for other journals which especially look out for packages that help out researchers. One outcome of a possible publication would be exposing this package it to the wider research community.

In a way pyobis could fall under extracts knowledge from large data sets.

I have setup the working draft PR #133. I would request @MathewBiddle @ocefpaf and @7yl4r to please update the affiliations and any more details you would like to add in the paper/paper.md file. I'm not sure what sections should we include apart from the default ones. Thanks!

As @ocefpaf suggested, and I agree too, should we submit to PyOpenSci first and then to JOSS because they "fast-track" such applications?
