Add annotation flags feature

Similar to how Weight is a meta annotation that assigns a weight value to the annotation, there should be a system for recognzing smaller meta annotations, Winry uses a Transformer marker annotation and a SingletonHolder marker annotation. These should both be checkable / filterable from the annotation manager's side.
