[FEATURE] Create AI skill to help with sync after istio update (and with release)

Feature Description

Currently, when new istio patch versions are released:

• we update all supported release-x.y branches (N-2) [New z-stream release preparations]
• we release Sail Operator from the latest release-x.y branch [Create a release]

when new istio minor version is released: [New minor release preparations]

• we update all istio versions missing in main
• we create new release-x.y branch
• we release Sail Operator from the latest release-x.y branch

Create some set of skills, which helps going through the process.

I think it was merged already. Can we close this?

@fjglira it was merged for z stream, with the next new minor stream, I want to create one for minor as well, since minor is more complex..

+ investigate whether we can also have a deterministic script that can be called via GH actions. (that can be part of another issue)
