[REQ] Support for sending messages only on certain parameters

Would it be possible to send messages only if certain parameters are met?

For example, send messages only during warm-up, only to players who have SPEC mode, or only to dead players.

Option to send the message: chat/center/centerhtml/screen.

I saw that there's already a feature to send an image when a player dies, but I'd also like to send one if they're alive, or only to SPEC mode players.

DeadShowImage will stay as is, as that's how most people use it, but if features above get implemented you'll be able to use them to send Center Html images to specific players... Will have to give it some tought to figure out whats the best way to implement these.. thanks for suggestions
