My debug runs from time to time. I can't understand dependency. Sometimes helpful multiple pressing RESET on JTAG, sometimes reinstall Zadig WinUSB.
But sometimes luck

@ostropik I've had such issues as well, but only with the classic ESP32 WROOM + ESP-PROG. What exact board do you have? AFAIK, board = esp32dev does not actually refer to a board that you can buy and is a term purely found within PlatformIO. The device you probably mean is ESP32-DevKitC, is that correct? Another issue could be the length of the cables that go from your ESP-PROG to the ESP. Are you using Dupont-wires or ribbon cables?

I spent too much time for JTAG) So finally I stopped this story and returned to historical style usage traces through Serial
p.s. Last my experiments with running debug completed with the following: clean, rebuild, restart, do it twice 70% that debug will work but 30% you will spend 1 week for run debug
